New JVI Director

Hervé Joly was appointed Director of the Joint Vienna Institute in August 2020. He was the Director of the International Monetary Fund’s Regional Technical Assistance Center for East Africa (IMF East AFRITAC) from 2016 to 2020. In this capacity, he was closely involved in the design and delivery of IMF support to Eritrea, Ethiopia, Kenya, Malawi, Rwanda, South Sudan, Tanzania, and Uganda to strengthen their human and institutional capacity to design and implement macroeconomic and financial policies that promote growth and reduce poverty. 

Hervé has worked at the IMF for 20 years, serving in the African, Middle Eastern, and Strategy, Policy, and Review Departments. During this time, he led, among others, the IMF’s work on debt issues and the IMF’s engagement with Senegal, the West African Economic and Monetary Union, Tanzania and the East African Community. 

Prior to joining the IMF, Hervé worked as an economist at the French Treasury on European integration issues and macroeconomic forecasting, and as a financial attaché at the French Embassies to the United States and Canada. Hervé is a French citizen. He studied maths and physics as an undergraduate at Ecole Polytechnique and specialized later in economics and statistics at Ecole Nationale de la Statistique et de l’Administration Économique (ENSAE) and Ecole des Hautes Etudes in Sciences Sociales (EHESS, all in Paris).
