Innovation, Competitiveness and Growth

TARGET GROUP | Junior to mid-level officials from ministries of industry / production / trade / innovation and technology, and government agencies involved in the formulation of growth, competitiveness, industrial and innovation strategies.

DESCRIPTION | Innovation and competitiveness are the forces that determine whether an economy converges with advanced peers or falls behind. Innovation is increasingly seen as the factor that translates new knowledge, capabilities and technologies into stronger competitiveness and sustained growth. Policymakers who treat innovation as a side topic risk designing growth and competitiveness strategies that lag behind the technological and industrial shifts reshaping economies today.

This one-week course equips policymakers with analytical tools to diagnose, measure, and strengthen innovation and competitiveness. It covers innovation and industrial policy — from assessing innovation systems to designing strategies for industrial resilience and economic diversification — alongside the quantitative tools used to measure and interpret competitiveness and productivity, including firm- and sector-level data. It also examines how regional dynamics, industrial policy, and trade policy shape competitiveness outcomes. The course draws on policy experiences from Europe and transition economies, and participants apply the concepts through hands-on exercises and case studies.
