Public Policies for the Green and Digital Transition

TARGET GROUP | Decision makers in ministries of economy and finance, technology/ industry/innovation, economic development institutions, regional governments and government agencies involved in designing industrial, sustainability and digital strategies.

DESCRIPTION | Countries worldwide are undertaking two structural transformations at once: decarbonising their economies and digitalising their institutions and economy. These transitions are increasingly interdependent: artificial intelligence and digital infrastructure are becoming central tools for climate action, while the shift to renewables and low-carbon industry depends on digital systems to plan, monitor, and secure it. Policymakers who treat these agendas separately risk failing at both: building digital systems that aren't climate-resilient, or green investments that lack the cybersecurity and digital readiness to succeed.

This one-week course equips policymakers to design and implement green and digital strategies as a coordinated agenda. It covers the policy instruments behind the green transition, the cybersecurity and AI considerations central to digital resilience, sustainable urban development, and regional competitiveness. Sessions draw on strategies from Europe, Austria, and emerging economies, as well as research projects and private-sector experience. Participants examine case studies at the international, national, regional, and local levels, and apply the concepts presented to their own countries' policy contexts through structured workshops.
