Investment is key for economic recovery and growth. Yet, facing the COVID-19 pandemic, many governments have resorted to cuts in their public investment program as they rushed to reprioritize spending towards health expenditure and support for businesses and households. Private investors alike cut back their capital-spending budget in the face of enduring uncertainty. As governments ponder which industries or companies to support to safeguard employment and reignite growth, climate change considerations need to be part of their agenda.  

This webinar will discuss the role of investment for recovery and growth from three different perspectives: 

  1. How should public investment best respond to the pandemic? What criteria should public investment managers use to decide whether to cancel or postpone a public investment project? What measures will ensure the effectivity of the investment program? 
  2. How can tax policy support the private sector in maintaining or accelerating investment plans? What design of tax incentives is likely to provide the most cost-effective investment stimulus?
  3. How can climate change be addressed during crisis containment and recovery? What policy measures are recommended to ensure a green recovery?

The webinar is the sixth of a series focusing on the recent IMF special series on fiscal policies to respond to the COVID-19 challenges.
