TARGET AUDIENCE | Mid- to senior-level officials from ministries of finance and tax administrations whose responsibilities include leading a tax administration or tax administration functions and who are interested to strengthen and broaden their knowledge of managing a modern tax administration. Their duties are likely to include people and functional leadership, strategic planning and managing organizational, tax compliance, and other major tax functions and issues.
QUALIFICATIONS | Participants should come from ministries of finance or tax administrations where they hold a mid- to senior-level management or leadership position and have a good understanding of tax administration.
COURSE DESCRIPTION | This course takes a practical approach to strengthening leadership, management and governance skills and is designed to broaden participants’ knowledge of and approaches to the main challenges senior leaders face in administering, monitoring, and managing a modern tax administration.
Utilizing a blend of VITARA (Virtual Training to Advance Revenue Administration) products, participants will be introduced to modern and practical approaches across a range of areas, which may include:
• Strategic management and the design and execution of complex tax administration reforms.
• Performance management.
• Institutional and organizational arrangements, including governance and human resource management.
• Compliance and enterprise risk management.
• Debt management.
Participants are expected to actively contribute by sharing their countries’ practices. The program will also incorporate presentations by advanced tax administrations and practical case studies to facilitate peer learning and the application of leading practices in participants' own institutional contexts.
The course will also expose participants to modern tax administration tools and benchmarks, including the International Survey on Revenue Administration (ISORA) and the Tax Administration Yield and Assessment Tool (TAYAT), to support evidence-based decision-making and performance improvement.
COURSE OBJECTIVES | Upon completion of this course, participants should be able to:
• Describe and analyze the organization and core functions of modern tax administrations, and the key challenges and approaches to managing tax compliance.
• Summarize common barriers and approaches to tax system reform, including the options available for improvement of their organization.
• Actively reflect on their own leadership practice, articulating areas of strength and opportunity for themselves and their organization.
• Gain a thorough understanding of the VITARA curriculum and how it could support building capacity and development of leadership in their organization.
